As part of the 2016 budget package, Governor Jerry Brown has introduced by-right zoning as a condition for receiving $400 million in affordable housing subsidies. An excerpt from the budget plan is below:
East Bay Forward strongly supports this as a way for rapidly increasing the approval process for affordable housing.
California is one of the few states in the nation that don't allow for some form of by-right affordable housing. This needs to change, along with approaches that look at increasing funding and lowering the costs of construction.
